The report claimed that Facebook is currently in the early stage of integrating the three apps with each other. Under a direct order from the CEO of the company himself, Mark Zuckerberg, the integration will only cover the internal aspects of these apps while they will continue to operate as individual apps.
Specifically, the integration will involve the implementation of end-to-end encryption in addition to cross-messaging capability between all three apps. Given the major differences between WhatsApp, Instagram, and Messenger, this is certainly a huge technical challenge even for a company such as Facebook. Nevertheless, we are not that far away to see the integration in action though as the report also stated that Facebook is aiming to make it a reality by the end of 2019 or early 2020.
