At the moment, states that are still being designated as Phase 1 under the PPN are Kedah, Selangor, Kuala Lumpur, Putrajaya, Negeri Sembilan, Melaka, and Johor. Here are the activities covered by PM Muhyiddin in his announcement:

Before customers can enter these premises, they must show their digital vaccination certificate. For those who are using MySejahtera, the certificate is located under the profile section of the app. As you may recall, one would only be considered as “fully vaccinated” 14 days after receiving his or her second dose. For single-shot vaccines such as CanSino and Johnson & Johnson, the gap time is much higher at 28 days.

Based on the data released by JKJAV up to 14 August at 11:59 PM, this means Johor (26.5%), Kedah (30.0%), and Melaka (39.1%) are still not be able to put the policy into motion tomorrow.
